I've mentioned before that the vast majority of Imperial military appointments are due to nepotism, and both Spring Clean and her big sister are no exception - the difference being that Spring Roll has even fewer scruples than Spring Clean (to the point of not seeing anything wrong with dealing with a pirate queen to send her Rebel sister care packages while still being a high-ranked Imperial officer fully dedicated to wiping the Alliance from the face of the galaxy).

Spring Roll's lack of accent is a nod to ANH, when Princess Leia speaks in a RP accent ('High Galactic') when talking to Vader and Tarkin but in her normal voice when talking to everyone else.
