She has a tendency to act before she thinks, but she will get there eventually.  Usually at the last minute.

I don't actually think that helium would alter a voice's resonant properties enough for what she's planning (and it wears off after a few seconds anyway), but helium + magic should at least be plausible.

Wishing everypony a less unpleasant new year (set your sights low, then it's harder to be disappointed).

Hey, all you need is to up the fundamental frequency, and helium will certainly do that. Whether it'd be enough depends on that thing's resonant frequency, of course, and on Gracenote's normal range.
